    Accounting and Payroll Specialist

    Brandywine Heights Area School District - Berks County, PA

    JOIN OUR TEAM!  The Brandywine Heights Area School District is accepting applications for an Accounting & Payroll Specialist. This individual is responsible for performing a variety of payroll, accounting and financial reporting activities including processing, recording, updating, and reconciling payroll and fiscal information to ensure accurate and timely reporting for district, state and federal filings; accounting support to the Business Manager; and assisting in other functions as necessary. Work requires initiative and independent judgment in the application of prescribed regulatory laws, policies, procedures, and methods. 


    MINIMUM QUALIFICATIONS 

    1. Experience in public school accounting along with the finance and operations of a Pennsylvania public school district is preferred.

    2. Bachelor's Degree in Accounting or related field is preferred.

    3. Strong communication and organizational skills.

    4. A CPA certification is preferred.

    5. Possess the ability to perform the essential functions of the position independently.

    6. Demonstrated initiative, personal integrity and commitment to ethical business practices. 

    REPORTS TO: Business Manager

    SUPERVISES: Business Office staff as assigned.

    ESSENTIAL FUNCTIONS 

    ACCOUNTING 

    1. Coordinates the external audit, preparation of annual financial statements and audit report of the District

    2. Preparing all required district, local, state and federal reports, timely and, as required;

    3. Assists in developing budget projections for current year revenues and expenditures;

    4. Analyzes spending trends regarding personnel, benefits, grant and other expenditure and revenue indicators to ensure spending aligns to budgetary  goals and objectives.

    5. Maintain grant financial records consistent with audit standards, monitor spending against budget and timelines. Prepares grant financial reports as required.

    6. Maintain accuracy of all general ledger and payroll records and reports. Prepares all applicable month-end close journal entries, including salary accrual, recurring journal entries, indirect cost calculations, allocations, and accruals of other expenditures; monitor for reversals.

    7. Assure proper accounting for all district auxiliary funds.

    8. Review monthly Board financial reports for accuracy.

    9. Supports the Business Manager by performing the month-end process, including balance sheet account reconciliations.

    10. Performs district accounting functions including account transfers, year-end accruals, cash management, taxes, investments, student accounts, and payroll.

    11. Engage in catching up with backlog, cleanup projects, system implementations, and accounting process development.


    PAYROLL

    1. Maintain accurate payroll records for all employees and audit

    2. Receive, verify and enter payroll employment information into the computerized system.

    3. Implements, maintains and reviews payroll processing systems to ensure timely and accurate processing of payroll transactions including salaries, benefits, garnishments, taxes and other deductions.

    4. Ensures accurate and timely processing of payroll updates including new hire, terminations and changes to pay rates.

    5. Ensures compliance with federal, state, and local payroll, wage and hour laws and best practices.

    6. Prepare quarterly year end W-2's and other tax forms and reports, including state retirement and FICA reimbursement reports.

    7. Process payroll checks and direct deposit files, prepare documentation for payment of payroll taxes PSERS.

    8. Process employment/wage verification requests, unemployment compensation forms and reports.

    9. Maintain PSERS state retirement system information.

    10. Assist in determining procedures for handling unique problems; Suggest and initiate modifications to improve workflow and/or procedures.

    11. Prepare salary schedules for negotiations.

    SCHEDULE
    Full Time, 12-Month position, 8 hrs/day. 

    SALARY/BENEFITS
    Salary is negotiable and based on experience.  The Brandywine Heights Area School District offers a comprehensive benefits package to those who qualify including, but not limited to, Medical Insurance, Dental Insurance, Vision Insurance, Tuition Reimbursement, Personal, Sick & Vacation Days, and PSERS Retirement.

    Estimated Start Date: Immediately following School Board approval and satisfactory completion of pre-employment requirements.
