    Position Title:   Labor Relations Specialist
    Department:     Administrative
    Reports To:      Director of Human Resources
    Salary in accordance with the Act 93 agreement


    Purpose of Position
    To provide the highest level of Human Resources functions in an accurate, professional, confidential, efficient and timely manner.

    Essential Duties and Responsibilities:

    • Serves as the main point of contact for all support staff employees including but not limited to conducting investigations of employee matters as it relates to employee misconduct and performance concerns; conducting investigations of employee grievances and recommending resolution; participating in labor management meetings; advising managers on discipline matters and interpretation of the collective bargaining agreement. 
    • Assists the Director of Human Resources in the administration of all employee collective bargaining agreements and compensation plans.  Assists with the administration of discipline and grievance administration for professional and administrative employees.  Assists in responding to other complaints received from employees as filed with the PHRC, EEOC, and other governing entities.  Aides in preparing appropriate responses to complaints in conjunction with the District solicitor.
    • Gathers information in preparation for contract negotiations.  Analyzes trends in collective bargaining among similar districts and districts within the geographical area.  Assists in preparing reports and documentation to be used during the negotiations process.
    • Maintains credit weeks' information and verifies employee absence balances and work dates for unemployment compensation purposes. Ensures timely completion of all necessary documentation related to unemployment compensation and assists contracted provider in preparation and response to requests and preparation for hearings.  In the absence of the Director of Human Resources, represents the district at unemployment compensation hearings. 
    • Manages the District's tuition reimbursement process for all employee groups.  Reviews and processes course pre-approvals in accordance with the District's policies, procedures, and appropriate collective bargaining agreements.  Reviews and processes tuition reimbursement requests.  Prepares reporting for final approval by the Director of Human Resources and coordinates payment with the Payroll Department. 
    • Uses computer/technology skills in performance of duties, such as use of the Internet, accessing databases, spreadsheet design, desktop publishing and creation of forms. Updates skills to ensure ability to use technology and implement new practices and procedures as they are developed.
    • Maintains confidentiality with information related to staff and students and complies with requirements of federal and state law and regulations and district  policies and administrative procedures.
    • Establishes or maintains existing online and hard copy filing systems appropriate for office environment, in accordance with standardized records management procedures to facilitate retrieval and access. 
    • Maintains classified or confidential materials in accordance with security procedures; and transfers and discards files in accordance with established business procedures and schedules.
    • Provides records for the annual budget as requested.


    Minimum Training and Experience Required to Perform Essential Job Functions

    • Bachelor's Degree in a related field is preferred
    • Experience - minimum 2-3 years preferred; prior and relevant experience
    • Ability to communicate effectively, to organize tasks, to handle multiple tasks, and to exercise good judgment.
    • Ability to follow written and verbal directions, to read and write, to communicate effectively, to organize tasks, to handle multiple tasks, and to exercise good judgment.
    • Ability to establish and maintain productive working relationships with staff, business associates, and general community.
    • Ability to work on multiple tasks and prioritize appropriately.
    • Ability to concentrate on the accuracy of detailed information, meet deadlines, multi-task, and work under pressure.
    • Excellent communication skills and mathematical skills.
    • Ability to manage information in Microsoft software and Google applications.
    • Ability to exercise judgment for when to act independently and when to refer situations to a supervisor.
    • Ability to work flexible hours and schedules. 
    • Salary Range: In accordance with the Act with the Act 93 agreement; starting at $58,244 depending on experience
