The Chief Financial Officer must understand the relationship between the business of education and the purpose of education. This Cabinet level position is responsible for all Business operations, as well as overseeing food service. Qualifications include knowledge of and hands on experience with budgeting, finance, insurance, purchasing, inventory control, capital project planning and implementation, school meal program, and contract negotiations and administration. In addition to planning, leading, and supervising the business functions of the
District, the Chief Financial Officer additionally ensures that generally accepted principles of business and accounting procedures are followed at all times.

QUALIFICATIONS:

  • Master’s Degree in Business Administration or determined to be acceptable by the Office
    of Human Resources
  • Minimum of 7 years of professional finance experience
  • Minimum of 5 years of supervisory school business experience
  • Knowledge of budgets and ability to monitor budget processes.
  • Strong organizational skills and strategic planning skills, pro-social collaboration, communication and planning skills, and technology skills.
  • Ability to be flexible, self-directed, and motivated.

Duties and Responsibilities:

  • Responsible for the preparation, administration, and implementation of a $190 million annual budget.
  • Responsible for the administration of District Business functions; including the food service programs.
  • Develops a District budget that supports the strategic plan and provides useful and understandable information to stakeholders; employees, Board members, and the greater NASD community.
  • Serves as District liaison with community groups, taxpayers, and employees on all financial matters. Fosters positive working relationships with various individuals/groups, such as: collective bargaining unit leaders, local municipal leaders (both elected & appointed), state legislators, etc.
  • Effectively manages the capital assets & general obligation debt of the District.
  • Supervises the accounting of all fiscal matters including receipts, accounts receivable, accounts payable, payroll, purchasing, cash flow, investment of cash, borrowing of funds, and financial reports to the School Board and to the Commonwealth of Pennsylvania.
  • Serves as a liaison between the Superintendent of Schools and the local certified public accounts, State Auditors and Federal Auditors.
  • Serves as the District's Purchasing Agent.
  • Administers the District's insurance program.
  • Assists with the contract negotiations with all employee bargaining units.
  • Responsible for coordination and control of tax collection activity; real estate, personal/per capita, and earned income taxes.
  • Fosters positive working relationships with various individuals/groups, such as: collective bargaining unit leaders, local municipal leaders (both elected & appointed), and state legislators
  • Serves as a member of the Superintendent's Cabinet.
  • Administrative lead for district Facilities and Finance Committee
  • Serves as Treasurer of the School District
  • Appointed Trustee for healthcare consortium
  • Performs other job related duties as assigned.


Schedule:

  • 248 day position
  • Monday- Friday
  • 8 hours*

Salary:
Salary commensurate with experience and will be negotiated with the successful candidate as
part of individual contract.


Hours can vary depending on daily activity
